Sri Lanka and Thailand Sign Landmark Labour Agreements for 10,000 Workers

BANGKOK, September 14, 2026 — Sri Lanka and Thailand signed two historic labour agreements in Bangkok today, opening a formal pathway for an initial 10,000 Sri Lankan workers to take up employment in Thailand under a structured and legally protected framework.
The agreements were signed by Sri Lanka’s Minister of Foreign Affairs, Foreign Employment and Tourism, Vijitha Herath, and Thailand’s Labour Minister, Julapun Amornvivat. The signing marks the culmination of negotiations that began in August 2025 and were formally concluded earlier this year.

The two instruments — a Memorandum of Understanding on Labour Cooperation and a Memorandum of Agreement on the Employment of Sri Lankan Workers in Thailand — establish a comprehensive cooperation framework between the two governments.

A Structured and Transparent Recruitment Process
Under the framework, workers will receive an employment contract signed directly with their Thai employer before entering Thailand. They must also secure work permits, undergo medical examinations, and present proof of health insurance before starting work. Workers are restricted to employment solely with authorised employers in approved occupations.
Sri Lankan workers recruited under the framework will be treated equally with local workers under the principle of non-discrimination, enjoying the rights and benefits provided by their contracts and Thai labour law, including access to legal proceedings in case of disputes.

Upon contract completion, workers must return to Sri Lanka, and the employer bears all repatriation expenses.

Minister Julapun confirmed that the Cabinet approved the agreements on 8 September 2026, designating Sri Lanka as a pilot country for expanding Thailand’s sources of migrant labour beyond its immediate neighbours.
