ASTANA, August 12, 2026 — Kazakhstan has officially begun accepting applications for the 2027 foreign worker quota across all regions, with employers required to submit their requests by September 30, 2026, according to announcements from regional employment authorities.

The quota system, governed by Kazakhstan's Migration of Population Law, regulates the number of foreign workers permitted to be employed in the country each year. Applications are submitted to regional Departments for the Coordination of Employment and Social Programs.

Who Is Exempt from the Quota

  • Citizens of EAEU member states (Russia, Belarus, Armenia, Kyrgyzstan)

2027 Quota Outlook

While the 2026 foreign worker quota was set at 23,600 positions, projections indicate the 2027 quota could be reduced significantly. Reports suggest the quota may be cut to approximately 5,000 positions — a reduction of more than three times.

This potential reduction reflects the government's ongoing efforts to protect the domestic labor market and prioritise local employment.
