ASTANA, August 3, 2026 — Kazakhstan is set to introduce mandatory electronic entry permits for foreign citizens through the QazETA digital platform from August 25, 2026, following the enactment of a legislative amendment providing the legal framework for the new system.
The QazETA platform, a state digital system designed as a "one-stop window" for foreign nationals, has been operating in pilot mode since January 2026 with recommended—rather than mandatory—electronic permits. The upcoming amendment will transform the system from advisory to legally binding.

What Is QazETA?
QazETA is a state digital platform created to provide foreign nationals with convenient, transparent, and secure access to key immigration and related services through a unified digital interface. The platform aims to:
Simplify entry and stay procedures for foreigners in Kazakhstan
Create a single digital entry point for consistent interaction with government services
Increase process transparency and reduce application processing times
Digitize and mobilize basic migration procedures
Electronic Travel Authorization (ETA) – What You Need to Know
The Electronic Travel Authorization (ETA) is a key component of the QazETA platform, designed specifically for citizens of countries that enjoy visa-free access to Kazakhstan.
Aspect | Details |
Purpose | Digital entry permit for visa-exempt travelers |
Application Window | At least 72 hours before travel |
Validity | 180 days |
Application Method | Via QazETA mobile app (available on Google Play and App Store) |
Current Status | Recommended during pilot phase |
From August 25 | Mandatory (subject to final government confirmation) |
Important: The ETA is not a visa and does not replace visa requirements. It is a digital pre-approval mechanism similar to systems used in New Zealand, the United States (ESTA), and other countries.
Other QazETA Services
Beyond the ETA, the QazETA platform provides several other digital services for foreign nationals:
Service | Description |
e-Visa | Digital visa issuance for citizens of 104 countries |
e-Residency | Electronic residency status in Kazakhstan |
Border Crossing Certificate | Official proof of entry/exit (including for IMEI verification) |
e-Visa Categories Available
Citizens of 104 countries can obtain a single-entry electronic visa for the following categories:
Category | Purpose |
A3 | Official/Business |
A5 | Investor |
B1, B2, B3 | Business |

B10 | Private |
B12 | Tourist |
C12 | Medical Treatment |
Legal Framework
President Kassym-Jomart Tokayev signed the law introducing the new entry system, which will come into effect 60 days after its official publication. The amendment provides the legal basis for the QazETA system to operate as a mandatory requirement.
Key legislative provisions include:
Compulsory electronic permits for foreign nationals entering Kazakhstan
Digital profiles for each foreign national, created using personal and biometric data
Fee-based electronic permits (exact amount to be determined by the government)
Processing by internal affairs bodies in coordination with national security authorities
Exemptions
The following categories are exempt from the ETA requirement:
Holders of diplomatic and service passports
Members of official delegations
Members of the diplomatic corps accredited in Kazakhstan
Key Dates
Date | Event |
January 2026 | QazETA platform launched in pilot mode |
July 2026 | Law signed by President Tokayev |
August 25, 2026 | Mandatory ETA requirement takes effect |
