Japan Launches Working Group to Create Learning Program for Foreign Residents

TOKYO, August 20, 2026 — On Tuesday, the Japanese government convened the inaugural meeting of a working group to develop a program aimed at helping foreign residents learn Japanese and comprehend local systems and regulations, with plans to pilot the initiative in fiscal 2028.
The six-member working group, chaired by Susumu Takahashi, chairman emeritus of Japan Research Institute, will examine the program's structure and learning content.
"We want to create an effective program," said Hayato Suzuki, state minister at the Cabinet Office, at Tuesday's meeting. Midori Matsushima, special adviser to the prime minister, noted that foreign residents "can live smoothly and work in Japan over the medium to long term" if they have a good understanding of the Japanese language.

Why This Program Is Needed
An increasing number of problems have arisen between foreign residents and local residents due to violations of rules and other reasons. Municipalities have struggled to provide adequate Japanese language support, with a 2024 survey finding that 38% of municipalities have no Japanese language classes available for foreigners.
The program is part of a broader government effort to address integration challenges while recognizing that foreign residents have become essential to local communities amid Japan's aging and shrinking population.
