Canada Removes Study Permit Requirement for Temporary Foreign Workers Taking Short Courses

OTTAWA, October 5, 2026 — Temporary foreign workers in Canada can now enrol in short training programs without going through a second immigration application.
A temporary public policy starting on September 4, 2026 permits work permit holders to study without needing a study permit for programs that are six months or shorter.
This change is outlined in the official guidance from IRCC: Public policy allowing some work permit holders to study without a study permit.
The Problem It Solves
Until now, a foreign worker in Canada who wanted to take a short certification course faced an odd situation. They were already legally present and legally employed — but enrolling in a six-week program meant filing a separate study permit application, paying a second fee, and waiting for a decision.
For employers, that meant downtime. For workers in regulated trades and health professions, it meant delays in getting the credentials they needed to move up.
The new policy removes that step entirely for short programs.
The Two Conditions
Eligibility rests on two requirements, both of which must be satisfied:

The meeting permits study for up to six months, limited by whichever occurs first: the program's conclusion or the work permit's expiration.
Where Workers Get Caught Out
The most common mistake involves timing.
The work permit must remain valid for the whole study period. A permit that expires mid-course — even by a few days — disqualifies the worker. And critically, a pending application does not help. Submitting an application for a work permit extension, a new work permit, a study permit, or visitor status does not maintain eligibility during the processing period.
Practical takeaway: check the program's end date against the permit's expiry date before paying tuition.
Quebec Is Included
As of September 4, 2026, workers in Quebec are subject to the federal policy. They are not required to obtain a Quebec Acceptance Certificate (CAQ) for programs that are exempted.
Co-op Placements: A Separate Question
Programs that include a co-op or work placement require additional examination. If the employer or job for the placement is different from what the current permit allows, the worker might need to obtain a second employer-specific work permit before starting the placement.
This requirement does not apply to holders of open work permits.
The Permanent Residence Trade-Off
This is the part that deserves the most attention — and it's easy to miss.
Studying full-time under the policy carries a consequence for anyone planning to apply for permanent residence. Work experience obtained while studying full-time is not considered for:
Eligibility for the Canadian Experience Class
Points for Canadian work experience in the Comprehensive Ranking System of Express Entry
In other words, a worker who studies full-time and works simultaneously may lose CRS points they would otherwise have earned. For anyone close to a PR threshold, that calculation matters more than the convenience of skipping a study permit application.

It is not a substitute for a study permit for full-time education
IRCC has separately restated its goal of bringing the temporary resident population below 5% of Canada's total population by the end of 2027.

In Quebec, confirm the CAQ exemption applies and check MIFI guidance
