Canada Economic Mobility Pathways Pilot (EMPP) Extended: New Federal Pathway for Skilled Refugees

On June 13, 2025, the Canadian government announced an extension of the Canada Economic Mobility Pathways Pilot (EMPP) program. This initiative, designed to assist skilled refugees and help fill labor gaps in Canada, will now continue until December 31, 2025,reinforcing its commitment to skilled refugees and addressing labor shortages. For 2025, the Job Offer Stream has an intake cap of 950 applications, offering eligible candidates a pathway to permanent residence. The extension coincides with the launch of a new Federal Pathway, featuring two tailored streams to integrate refugees into Canada’s workforce.

New Federal Pathway Under the Canada Economic Mobility Pathways Pilot (EMPP)

The Canada Economic Mobility Pathways Pilot (EMPP) now includes a Federal Pathway with two streams:

1. Job Offer Stream

  • This applies to individuals who already have a confirmed offer of employment from a Canadian employer.

  • 2025 cap: 950 applications.

  • Targets in-demand roles (e.g., healthcare, tech, logistics).

  • Simplified process: No Educational Credential Assessment (ECA) or proof of settlement funds required.

2. No Job Offer Stream

  • Reopens January 1, 2025, for highly skilled refugees without job offers.

  • Stricter requirements: CLB/NCLC 7 language proficiency, higher education/work experience.

  • Limited annual cap (previously 150 applications/year).

Processing times for the Federal Pathway average six months, faster than traditional economic programs.
