RIYADH, August 18, 2026 — The Saudi Ministry of Hajj and Umrah has issued a clarification for pilgrims holding the new multiple-entry Umrah visa, confirming that the year-long validity does not eliminate the requirement to book an approved service package and obtain a permit for every visit .

The Ministry stated on its X account that visa holders must adhere to all regulations, including purchasing a service package through a licensed provider on the Nusuk platform for each trip . The duration of the package must not exceed the remaining stay available on the visa .

Saudi Arabia clarifies multiple-entry Umrah visa rules: each visit requires fresh Nusuk booking and permit

Key Details of the Clarification

Aspect

Details

Valid for 365 days from the date of issue

Total Stay

Maximum 90 days cumulative over the visa's validity

Service Package

Required for every visit via Nusuk platform

Umrah Permit

Required through Nusuk app before each arrival

What Pilgrims Must Do Before Every Visit

According to the Ministry's clarification, holding a valid multiple-entry visa alone is not sufficient for subsequent Umrah visits . Pilgrims must complete:

Step

Action

1

Purchase a service package from an approved provider through Nusuk

2

Obtain an Umrah permit through the Nusuk app before arrival

3

Ensure permit dates match the approved service package dates

4

Meet all other travel and entry eligibility requirements

"The ministry stated that the scheme was created to provide pilgrims with more flexibility in organizing visits and performing Umrah, but emphasized that each trip is still subject to individual service and permit requirements."

Process Flow for First and Subsequent Visits

First Visit

  1. Purchase approved service package on Nusuk

  2. Submit visa application and complete processing

  3. Verify travel eligibility before boarding

  4. Record entry details upon arrival

  5. Update departure information to calculate remaining stay

Subsequent Visits

  1. Purchase a new service package through Nusuk

  2. Apply for Umrah permit through Nusuk app

  3. Complete entry and travel eligibility verification

  4. Update entry and exit records and remaining stay

The Ministry noted that the visa is temporarily deactivated after each departure from Saudi Arabia and reactivated for the next visit once all required procedures are completed .

Why This Matters for Pilgrims

The clarification is important because it ensures that accommodation, transport, and other services are arranged for each visit . Pilgrims planning more than one Umrah trip in a year will need to repeat the booking and permit process before returning .

"A visa that is still valid is not, by itself, enough to make another Umrah trip."
