Riyadh, 21 June 2026 — The Saudi Ministry of Human Resources and Social Development (MHRSD) has announced a major new policy requiring occupational fitness assessments and non-communicable disease (NCD) screenings for all employees across the Kingdom. This initiative aims to enhance worker health, improve workplace safety, and ensure employees are physically and medically fit for their roles.

The new guide, reviewed by Okaz newspaper, will be implemented in three phases, starting with pre-employment screenings and eventually covering every worker in both public and private sectors.

Three-Phase Implementation Plan

Phase 1: Pre-Employment Screenings

  • Mandatory NCD and fitness tests for all new hires before they start work.

  • Establishments must conduct screenings and upload results to the approved electronic system.

  • First six months focused on public-sector entities and non-profit organizations.

Phase 2: High-Risk Companies & Establishments

  • Expanded to existing employees in higher-risk sectors.

  • 12-month duration after Phase 1 completion.

  • Full integration of all establishments into the electronic system.

Phase 3: Nationwide Full Implementation

  • Applies to all companies, establishments, and employees across every economic sector.

  • Covers permanent staff, temporary/seasonal workers, trainees, persons with disabilities, and remote workers.

  • Public-sector entities and non-profits must fully comply regardless of contract type.

Key Requirements Under the New Guide

  • Employees who do not meet occupational fitness standards will be prohibited from continuing in their profession.

  • Employers must reassign the employee to a suitable role or allow additional medical examinations to prove capability.

  • Screenings will also be required in cases of occupational injuries, diseases, profession changes, or periodic assessments based on job nature.

The policy standardises procedures, ensures regulatory compliance, and strengthens protection of workers’ health and occupational safety through a unified digital system.
