Riyadh, 19 June 2026 — Saudi Arabia has introduced new caps on instant work visas as part of its ongoing efforts to regulate foreign recruitment, strengthen Saudisation compliance, and support Vision 2030 goals.

According to the Ministry of Human Resources and Social Development’s Qiwa platform, the maximum number of instant visas businesses can request in a single application — or across multiple applications submitted in the same week at the entity level — now depends on the company’s age.

New Instant Work Visa Caps in Saudi Arabia (Effective Immediately)

  • Businesses operating for less than 2 years: Maximum of 5 instant visas per application cycle.

  • Businesses operating for more than 2 years: Maximum of 50 instant visas per application cycle.

Companies participating in the Establishment Programme will initially receive only 2 visas, with additional allocations unlocked after improving their Saudisation rates.

10 Key Conditions to Qualify for Instant Work Visas

Employers must meet all of the following to be eligible:

  1. Active business status

  2. Valid work permits for existing employees

  3. Valid commercial registration

  4. Saudisation rate in the medium green category or higher

  5. Full compliance with the Wage Protection System

  6. Sufficient balances on Absher, Muqeem, and other government platforms

  7. Completed annual self-assessment (if employing 10+ workers)

  8. Employee work locations properly registered on Qiwa

  9. Employer must be at least 18 years old

  10. Sufficient recruitment quota balance for the requested visa type

The new limits aim to:

  • Prevent rapid over-recruitment by very new companies

  • Encourage sustainable business growth and Saudisation

  • Reduce potential abuse of the fast-track visa system
