DOHA, September 24, 2026 — Qatar has amended its Wage Protection System (WPS) regulations, setting clear and predictable salary due dates for workers covered by the Labour Law.

The amendment was announced in Official Gazette Issue No. 15 of 2026 on 8 September 2026, via Minister of Labour Decision No. 50 of 2026, which modifies specific provisions of Decision No. 4 of 2015 related to the WPS.

What the Amendment Changes

The revision addresses a longstanding ambiguity: while employers were already required to pay wages through the WPS within seven days, the date on which wages became "due" was previously unspecified.

Worker Category

Previous Rule

New Rule

Annual and Monthly Paid Workers

The due date was not specified within the calendar month

Salaries are payable on the first day of every calendar month

Other Workers

Due date within the two-week window was unspecified

Wages are due on the first day of every two weeks

The requirement for payments to be processed via the WPS within seven days from the wage due date remains the same.

What This Means in Practice

The amendment does not extend the payment window but adjusts the starting point.

For monthly and annual wage earners, the salary is now considered due on the 1st of every month. Employers must then process the bank transfer through the WPS by the 7th of that month.

For other workers covered by the provision, wages are due every two weeks, with the seven-day transfer window starting from that date.

Workers should not view the rule as allowing employers a general right to delay salaries. The seven-day period is the legal timeframe for processing the transfer, not an automatic grace period beyond the expected payday.

Enforcement Context

The amendment reinforces Qatar's broader push to strengthen wage protection. Under recent labour law reforms, the Ministry of Labour has expanded powers to suspend services for non-compliant employers, impose financial penalties, and publicly name violators .

Penalties for wage violations can extend beyond a single legal entity. Where repeated violations or collective disputes arise from unpaid salaries, other companies under the same ownership may also face sanctions .
