Why Portugal Needs This Programme Now
The Portuguese construction sector has faced persistent labour shortages for several years, driven by a boom in housing projects, infrastructure development, and tourism-related building. By training immigrants and refugees, the government aims to:
Fill critical skill gaps quickly

Promote social and economic integration
Support broader economic growth
This initiative is part of the wider Integrar para o Mercado project, which has already successfully placed migrants in tourism and other sectors.
