New Zealand Overhauls Parent Resident Visa: 90% of Applicants to Join Chronological Queue, Ballot System Scrapped

WELLINGTON, August 8, 2026 — The New Zealand government has announced a major overhaul of the Parent Resident Visa selection process, replacing the widely criticised random ballot with a hybrid model that prioritises families who have been waiting the longest.
Immigration Minister Erica Stanford announced the changes on Saturday, stating that the new system will provide families with a "fairer and more predictable" pathway to reunite with their parents.
What's Changing: The New Hybrid Selection Model
The current ballot system, implemented by the previous Labour government, will be replaced by a hybrid model taking effect from 5 October 2026.

What This Means for Applicants
Current EOI Holders
Will automatically transition to the new hybrid system on 5 October 2026

New Applicants
90% of EOIs will be selected in chronological order
10% will still be selected through ballot
The annual cap of 2,500 visas per financial year remains unchanged
Important Notes
Waiting times will not be eliminated — demand remains higher than available places
All existing eligibility requirements still apply
The final draw under the current ballot system will take place on 11 August 2026
What the Minister Said
Immigration Minister Erica Stanford described the changes as a meaningful improvement for families who have been advocating for a return to certainty:
"The current ballot system, implemented by the previous Labour Government, left families anxious and stressed with no certainty that their parents would ever be selected. As Minister I have been contacted by many families highlighting the cruelty of an arbitrary ballot process for something as important as family reunification."
"There is no perfect way to allocate places when demand is higher than the number of visas available, but this approach strikes a fairer balance. The changes will not remove waiting times, but they will make the process fairer, clearer and more predictable."
Political Context
The changes follow pressure from the ACT Party, whose Immigration spokesperson Dr Parmjeet Parmar had requested the Minister to replace the ballot with a queue-based system:
"The ballot turns family reunification into a matter of chance. A queue provides eligible families with the assurance that their waiting time will be acknowledged."

As at 23 July 2026, there were 7,706 valid EOIs in the Parent Resident Visa pool.
