Wellington, 1 June 2026 — Immigration New Zealand (INZ) has announced a significant policy shift regarding English language proficiency testing. Starting July 13, 2026, all Occupational English Test (OET) results submitted for immigration purposes must be completed in-person at a supervised test centre.
The new rule aims to strengthen the integrity of the immigration system and ensure that test results accurately reflect applicants’ true English language abilities.
Key Details of the New Requirement
Effective Date: July 13, 2026.
Scope: Applies to all OET results used for any immigration application, including Skilled Migrant Category, work visas, and other residence pathways.
Accepted Format: Only OET results where all four components (Listening, Reading, Writing, and Speaking) are completed at a supervised test centre will be accepted.
Transition Period: Applicants who completed (or will complete) an at-home OET by July 12, 2026, can still use those results for their applications.
OET, which is particularly popular among healthcare professionals (doctors, nurses, pharmacists, and allied health workers), is collaborating closely with Immigration New Zealand to ensure a smooth transition and minimise disruption for applicants.
Why the Change?
Immigration New Zealand stated that the move is designed to:
Ensure fairness and consistency in testing.
Protect the integrity of the English language requirement.
Reduce the risk of potential misuse or inconsistency associated with remote testing.
This change aligns with broader efforts to maintain high standards in skilled migration while supporting sectors such as healthcare, which rely heavily on internationally qualified professionals.
Impact on Applicants
Health Sector Professionals:
Many doctors, nurses, and other healthcare workers use OET to meet English language requirements for registration with professional bodies (e.g., Medical Council of New Zealand, Nursing Council).
Applicants planning future applications should book in-person OET tests as soon as possible.
Skilled Migrants:
Those preparing Skilled Migrant Category or other residence applications should factor in the new requirement when scheduling English tests.
Current at-home test results remain valid if completed before the July 12 deadline.
Practical Advice for Affected Applicants
Book Early: In-person OET test seats can fill up quickly — secure your spot well in advance.
Check Validity: Confirm that any existing OET results were completed in-person if you plan to use them after July 13.
Alternative Tests: IELTS and other approved English tests are unaffected by this change.
