PODGORICA — July 16, 2026 — Montenegro is set to end its visa-free regime for citizens of Russia and Belarus from October 1, 2026, as part of a broader effort to align its visa policy with European Union standards ahead of planned EU accession by 2028.

Why the Change?

The change in policy is motivated by Montenegro's goal to become a member of the European Union by 2028, necessitating complete alignment of its visa policy with the EU's common visa framework. Montenegro has already begun adjusting its visa rules. In October 2025, the country removed visa-free access for citizens of Armenia, Uzbekistan, Egypt, and Kuwait.
