Kuala Lumpur, March 24, 2026 — Malaysia has taken a major step to make hiring foreign talent easier and faster. Effective 16 March 2026, the Malaysian Investment Development Authority (MIDA) rolled out the new MIDA Expatriate System (MES), a fully centralized, end-to-end digital platform for processing expatriate applications in the manufacturing sector and selected services sectors.
This reform consolidates what used to be a fragmented process across multiple agencies into a single, streamlined digital workflow. Companies no longer have to navigate separate systems or wait for handoffs between MIDA and the Immigration Department. Everything — from initial post approval to final Employment Pass (EP), Employment Pass for Foreign Graduates (EP-FG), Professional Visit Pass (PVP), Dependant Pass, and ePass endorsement — now happens under one roof at MIDA.

For years, foreign talent recruitment in Malaysia involved duplicated submissions, multiple portals, and coordination between MIDA and Immigration. The new MES eliminates those pain points, delivering:

Who Can Use the MIDA Expatriate System?
The MES is currently available for companies in:
Manufacturing sector — All sub-sectors holding a valid Manufacturing Licence (ML), Interim Approval Letter, or Letter of Exemption from ML
Selected Services sector — Companies with a valid MIDA Incentive Approval, Status Approval, or Grant Approval Letter
Companies outside these sectors continue using the existing ESD system for now.
What Types of Passes Are Covered?
MES handles the full lifecycle of the following passes:
Employment Pass (EP)
Employment Pass for Foreign Graduates (EP-FG)
Professional Visit Pass (PVP)
Dependant Pass (DP) and Long-Term Social Visit Pass (LT-SVP)
Evaluation fees (exclusive of 8% SST) remain unchanged:
EP: RM 2,000
PVP: RM 1,200
Dependant Pass: RM 500
How Companies Should Prepare
All companies using the system must:
Update their account details in the InvestMalaysia portal under the Expatriate Module
Ensure they have a valid InvestMalaysia ID and password
Submit applications exclusively through the integrated Xpats Gateway → MIDA platform
Applications submitted on or after 16 March 2026 for the covered sectors are processed through MES.
