Chandigarh, 1 June 2026 — In a landmark move to address its acute skilled labour shortage, Japan’s Fukuoka Prefecture has turned to Haryana for up to 50,000 technically qualified young professionals over the next five years.

The collaboration, formalised during the Haryana-Fukuoka Connect 2026 high-level meeting held in Chandigarh, marks a significant step in strengthening bilateral ties in skill development, technical education, and industrial cooperation.

Why Fukuoka Needs Haryana’s Talent

According to a Haryana government spokesperson, approximately 80% of companies in Fukuoka Prefecture — particularly in semiconductors, automobiles, information technology, and advanced manufacturing — are facing a severe shortage of skilled manpower.

Fukuoka, a key economic hub in southern Japan, is actively seeking Indian talent to fill critical gaps and support its growing high-tech industries.

Key Outcomes of Haryana-Fukuoka Connect 2026

During the meeting, both sides agreed to:

  • Expand employment, internship, and skill development opportunities for Haryana youth in Japan.

  • Introduce new courses in Japanese language and industry-specific technical skills in Haryana’s universities and polytechnics.

  • Establish institutional mechanisms, including a Haryana Sakura Working Group and a dedicated help desk for Fukuoka-based companies.

  • Promote industrial investment, green jobs, cultural exchange, and technical education cooperation.

Haryana officials, including Commissioner & Secretary of Foreign Cooperation Amneet P. Kumar and Industries & Commerce Commissioner Amit Kumar Agrawal, assured the Japanese delegation of a business-friendly environment, single-window clearances, and full government support for Japanese investors.

Haryana’s strong education infrastructure, growing pool of engineering and technical graduates, and proactive government policies make it an ideal partner for Japan’s labour needs.
