Finland to Require Citizenship Test From March 2027

HELSINKI, October 10, 2026 — Finland will begin requiring most citizenship applicants to pass a test on Finnish society, with the first examination sessions scheduled for spring 2027 and study materials due before the end of this year.
The Finnish Immigration Service (Migri) confirmed the timetable in an official announcement.
The change does not take effect all at once. The Nationality Act itself tightens on January 1, 2027, but the knowledge requirement only applies to applications filed from March 1, 2027 onward. Applications submitted before that date will be assessed under the rules in force when they were lodged.
Who Must Demonstrate Knowledge
The requirement targets applicants between the ages of 18 and 64.
Two routes satisfy it:

The second route matters for anyone who has already studied in Finland. It provides an alternative that avoids sitting an exam.
What the Test Asks
The examination is multiple choice. Question topics include Finnish legislation, fundamental and human rights, equality, gender equality, and Finnish history and culture.
The University of Helsinki won the competitive tender to produce both the examination content and the study material. A multidisciplinary team at the university is handling the work.
Self-study material will be published on Migri’s website. Director General Ilkka Haahtela said openly available shared material ensures the test treats all applicants equally.
Where Tests Will Be Held
Migri will run test sessions in seven locations from spring 2027:
Helsinki metropolitan area
Tampere
Turku
Oulu
Vaasa
Kuopio
Rovaniemi
Schedules for the opening test days, along with a dedicated web section covering registration and test-day procedures, will be published by the end of 2026.
The Final Piece of a Broader Reform
The test is not a standalone measure. It concludes a sequence of changes to citizenship acquisition introduced during the current government term.
Earlier amendments already touched residence period requirements and financial self-sufficiency conditions. Haahtela characterised the test as the last element of that programme.
Finland is following a well-established regional pattern. Sweden, Denmark and Norway all operate citizenship tests, and roughly half of EU member states require some form of civic knowledge assessment.
Backlog Pressure From Earlier Surges
Migri received about 46,600 citizenship applications for processing between 2023 and 2025.
Some of this volume resulted from applicants submitting applications before previous rule changes. These surges have lengthened waiting times, and the agency states it is continuing efforts to reduce processing periods.
The new test requirement might have a similar impact. Applicants who submit before March 2027 will completely bypass the knowledge requirement, potentially concentrating demand in the months leading up to the deadline.
What Applicants Should Consider
Three points are important to consider now.
Timing. Applications sent in before March 1, 2027, do not need to meet the knowledge requirement. Eligible individuals are encouraged to apply early.
The qualification route. Obtaining a Finnish or Swedish upper secondary or higher education qualification in Finland satisfies the requirement without the need for an exam. Applicants with these qualifications should check their eligibility.
Test capacity. The initial sessions will be held in seven cities. Registration details and schedules will be available by the end of the year, and early sessions may fill up quickly.
