Finland Launches Specialised Return Centre to Streamline Asylum Repatriation

Finland is pioneering a more efficient asylum process with the launch of its dedicated Return Centre in June 2025. Operated by the Finnish Immigration Service (Migri), this pilot project targets faster voluntary and forced returns for individuals denied residency. Located at the Robert Huberin tie reception facility in Vantaa, the Return Centre consolidates repatriation services to reduce delays—a critical step as Finland aligns with EU-wide migration management goals.

Why Finland’s Return Centre Is a Game-Changer

With rising asylum applications, the Return Centre tackles systemic inefficiencies by:

  • Boosting voluntary returns through early counseling.

  • Accelerating forced removals via police collaboration.

  • Freeing up resources for genuine protection cases.

"Timely returns are essential for a credible asylum system. This model mirrors successful Nordic approaches," states Ilkka Haahtela, Director General of Migri.

Inside the Return Centre: How It Works

1. Who Will Be Housed Here?

The centre prioritizes:

  • Re-applicants (subsequent asylum claims).

  • Individuals with final removal orders.

  • Manifestly unfounded applications (e.g., clearly ineligible cases).

  • Dublin Regulation transfers to other EU states.

2. Enhanced Voluntary Return Support

Services exceed standard reception centers, offering:

Pre-departure counseling (rights, reintegration options).

Travel coordination (flights, documentation).

Financial grants via Finland’s Assisted Voluntary Return (AVR) program.

3. Police-Enforced Removals

For non-compliant cases, the Finnish Police will expedite deportations from the Return Centre, minimizing bureaucratic lag.

EU Context & Expected Impact

The pilot supports the EU Migration Pact by:

  • Reducing irregular stays post-rejection.

  • Promoting humane repatriation over detention.

  • Sharing data with Nordic partners (e.g., Sweden’s Similar Return Centers).
