Finland Escalates Push for EU-Wide Ban on Russian Tourist Visas
Updated: 4 minutes ago
HELSINKI, October 12, 2026 — Finland has escalated its efforts to limit Russian movement across Europe. Foreign Minister Elina Valtonen has officially called on the European Union to cease granting Schengen visas to Russian citizens for non-essential purposes, such as tourism.
In a letter dated October 12 and circulated to EU foreign-affairs ministers meeting in Luxembourg, Valtonen argued that Finland‘s unilateral measures since 2022 are no longer sufficient because Russians can still enter other Schengen countries and move freely across the internal border-free zone .
"The Kremlin needs to understand that ongoing aggression will increase its isolation," Valtonen wrote. "I urge you to prioritize advancing these proposals urgently."
The Five Proposals
Finland has tabled five concrete measures for EU consideration :
Proposal | Detail |
Tourist visa ban | EU-wide suspension of Schengen visas for Russian nationals for non-essential travel |
Sanctions-list visa bans | Visa refusal for individuals in Putin’s inner circle and those under EU sanctions |
Athlete restrictions | Visa bans for Russian athletes and sports team members with close government ties |
Ex-combatant entry ban | Effective implementation of the visa ban on Russian ex-combatants agreed in July |
Fast-track mechanism | Legal amendment enabling swift visa restrictions when relations with a third country deteriorate |
The Diplomatic Divide
The initiative has reopened a long-running split within the EU .
Nordic-Baltic countries favour maximum travel restrictions, while southern member states including France, Spain, and Italy have opposed attempts to ban Russian tourist visas, fearing reciprocal measures and tourism losses .
Germany has floated a compromise that would limit visas to specific Schengen territories, but Helsinki insists only a total tourist-visa embargo will prevent abuse of freedom of movement. Valtonen said she would support the German proposal “only as an interim measure” .
The Numbers Behind the Push
The scale of Russian travel to the Schengen area has grown despite the war. According to Finnish government data, Schengen countries granted Russians close to 500,000 tourist visas in 2025 . More than 470,000 tourist visas were issued to Russian citizens for the 29 Schengen countries, many multi-entry, according to the joint letter .
In September 2022, Finland ceased issuing tourist visas to Russians and subsequently shut all land border-crossing points with Russia, citing national security concerns and large-scale irregular migration orchestrated by Moscow.
What Happens Next
Although today‘s discussion was exploratory, the European Commission has confirmed it is preparing a new visa code that could accommodate Finland’s request. The Commission‘s first-ever EU Visa Strategy, adopted in January 2026, includes plans for “targeted restrictive visa measures to suspend, refuse or restrict visa applications in response to hostile actions by third countries” .
A revision of the Visa Code is expected in the first quarter of 2027 . Finnish Prime Minister Petteri Orpo has said he will present a plan to halt tourist visas for Russian citizens at the European Council meeting on October 15-16 .
Practical Implications for Businesses
If adopted, the rules would have major implications for airlines, tour operators, and multinational companies that routinely move Russian staff across Europe.
Businesses may need to rely on “national-interest” exemptions or relocate assignees via non-Schengen hubs such as Istanbul.
Finnish border authorities, meanwhile, continue to divert all asylum-seekers from the Russian frontier to Helsinki-Vantaa airport and two designated seaports.
Companies organising staff travel to Finland are advised to:
Monitor Migri and Finnish Border Guard updates
Ensure travellers carry proof of essential purpose (work, study, or family reunion)
Allow extra time for secondary checks at external Schengen borders
