New DHS Registration Requirement 2025: Who Must Comply?

Effective April 11, 2025, the U.S. Department of Homeland Security (DHS) will implement a mandatory online registration system for specific foreign nationals residing in the country. Non-compliance could lead to substantial fines, legal consequences, or removal proceedings.

Who Must Register?

Three groups of foreign nationals are required to register:

  1. Visa-Exempt Canadians

    • Entered the U.S. by land for business/tourism

    • Did not receive an I-94

    • Staying 30+ days

  2. Foreign Nationals Who Turn 14 in the U.S.

    • Must complete registration within 30 days after turning 14.

  3. Individuals Who Entered Without Inspection (EWI)

    • Staying 30+ days

    • No existing registration (green card, EAD, I-94, etc.)

Who Is Exempt?

You are not required to register if you possess any of the following:

✅ A valid visa (entered after age 14)

✅ A border crossing card or DHS admission stamp
