ZAGREB — July 10, 2026 — Croatia has announced nearly €535,000 in new funding to encourage Croatian emigrants to return home and successfully reintegrate into the country's workforce and communities.
The initiative, announced by the Ministry of Demography and Immigration, represents the latest step in Croatia's broader strategy to reverse decades of population decline and address critical labour shortages.

Minister Ivan Šipić emphasised that Croatians living abroad represent "an important potential for the country's future."
Qualification Translation Pilot: €25,330
A separate €25,330 pilot programme covers the cost of translating foreign university qualifications into Croatian.
Who Received Support
Four Croatian returnees from Bolivia, Chile, and Argentina received grants:
Profession | Country |
Medical Doctor | Bolivia |
Dentist | Chile |
Industrial Engineer | Argentina |
Pharmacist | Argentina |
This marks the first time Croatia has directly funded translation of foreign higher education qualifications.
Removing Administrative Barriers
The pilot programme aims to remove one of the biggest obstacles faced by returning Croatians: the high cost of translating official documents.
A Doctor's Story
Gabriela Ximena Cortes Siles, a doctor who earned her medical degree in Bolivia, said translation costs exceeded €6,000 — preventing her from practising medicine in Croatia.
"The expense of translating the necessary documents would exceed €6,000, rendering it unaffordable."— Gabriela Ximena Cortes Siles
While waiting for qualification recognition, she has been working at the retail chain Zara.
Why This Matters
Croatia's population has declined from over 4.2 million in 2011 to roughly 3.85 million today.
Labour Shortages by Sector
Sector | Challenge |
Tourism & Hospitality | 65,000 seasonal workers needed annually |
Healthcare | 37% of specialist doctors are foreign-trained |
Construction | Chronic vacancies despite economic growth |
"Croatia has a specific demand for professionals in fields experiencing labor shortages. Initiatives like this can motivate more highly skilled individuals from the Croatian diaspora to come back."— Ivan Šipić, Minister of Demography and Immigration
