Canada Overhauls Express Entry to Reward High-Wage Work and Job Offers
Updated: 1 minute ago
OTTAWA, October 16, 2026 — Canada has announced the most significant overhaul of its Express Entry system since it launched in 2015, introducing bonus points for high-wage Canadian work experience and job offers while scrapping the Labour Market Impact Assessment (LMIA) requirement that has long frustrated employers.
The changes, announced by Immigration Minister Lena Metlege Diab, take effect on November 3, 2026, at 00:00 ET. The official IRCC announcement confirms the reforms will "better align Express Entry with Canada's economic and labour market needs."
The Core Change: A New Labour Market Integration Factor
IRCC is introducing a new section of the Comprehensive Ranking System (CRS) called the Labour Market Integration Factor (LMIF). Candidates can earn points under two separate tracks, but they cannot combine them — the system awards whichever option provides the higher score.
The maximum available is 150 points for candidates without a spouse or common-law partner, and 140 points for those with one.
Track 1: High-Wage Canadian Work Experience
Candidates with at least 12 months of eligible Canadian work experience in a high-wage occupation receive additional points based on the occupation's wage level.
Wage Threshold | Additional CRS Points |
At least 2× the median wage | 70 |
At least 1.5× the median wage | 40 |
At least 1.3× the median wage | 20 |
These points sit on top of the existing CRS points for Canadian work experience, which max out at 80 points for five years. Combined, a candidate with high-wage Canadian experience could receive up to 150 points.
Track 2: High-Wage Job Offer
Candidates with a qualifying job offer in a high-wage occupation receive points based on the wage multiple.
Wage Threshold | CRS Points |
At least 2× the median wage | 100 |
At least 1.5× the median wage | 70 |
At least 1.3× the median wage | 50 |
A qualifying job offer must generally be for full-time, continuous work in Canada for at least one year after the candidate becomes a permanent resident.
The LMIA Is No Longer Required
In what may prove the most consequential element for employers, IRCC is removing the LMIA requirement for qualifying job offers used to obtain CRS points or to meet job offer requirements under the Federal Skilled Worker Program and Federal Skilled Trades Program.
For years, the LMIA has been a bottleneck. Employers had to prove no qualified Canadian was available for the role — a process that could take months and cost thousands of dollars. The new framework eliminates that step.
IRCC will still assess job offers to confirm they are genuine and meet program requirements. The department has stated that post-lodgement verifications will continue, and it reserves the right to revoke points if an offer proves inauthentic.
What Counts as a "High-Wage Occupation"
The definition is based on the occupation itself, not an individual's salary. A high-wage occupation is one where the median wage across all Canadians performing that job is at least 1.3 times the overall median wage.
IRCC maintains a list of eligible occupations based on NOC codes. The current list is based on data from 2023 to 2025. Eligible sectors include:
Engineering and architecture
Healthcare (physicians, specialists, nurse practitioners, physician assistants)
Skilled trades (bricklayers, contractors, aircraft mechanics)
Technology and information systems
Education (university professors)
Senior management and financial services
The Canada Job Bank lists the national median hourly wage at $55.03, meaning a high-wage occupation under the 1.3× threshold would require a median wage of at least approximately $71.54 per hour.
What Candidates Need to Do — and What Happens Automatically
IRCC has clarified the process for candidates already in the pool:
Canadian work experience points will be recalculated automatically for all candidates.
Job offer points require candidates to update their Express Entry profiles with the necessary information before November 3.
The recalculation process may take up to two weeks, during which invitation rounds will be temporarily paused.
IRCC has noted a quirk in the profile update process: candidates will need to select that they have a positive LMIA when updating their job offer information, even though the LMIA is no longer required.
What This Means for Employers
The reform opens new options for multinationals with Canadian affiliates. Key foreign staff can now be transitioned to permanent residence by offering a high-wage position — often the very job the assignee already holds — without navigating the LMIA process.
Immediate actions for HR and mobility teams:
Audit current temporary foreign workers' wages against the 1.3×, 1.5×, and 2× median thresholds
Prepare Express Entry profile updates for candidates with qualifying job offers before November 3
Consider wage adjustments where they unlock a higher CRS tier — moving from 1.3× to 1.5× jumps the offer points from 50 to 70
Verify vendor systems — several immigration-management platforms may need updates to reflect the new LMIF categories
Observers expect CRS cut-off scores to spike for several draws as high-wage candidates crowd the pool. Candidates without Canadian experience or a qualifying offer may need to look at provincial nominee programs as an alternative.
