CANBERRA, September 17, 2026 — Home Affairs Minister Tony Burke has introduced the most substantial overhaul of Australia's migration policies since Labor took office, revealing a set of measures aimed at reducing net overseas migration to 245,000 in 2026–27 and 225,000 in 2027–28.

The changes target international students, working holiday makers and visitors, while simultaneously expanding priority processing for construction, agriculture, fisheries and teaching.

"Visa Hopping"

Transferring to lower-level courses to extend stay will be blocked

Burke said the demand-driven approach that had characterised the system since the Hawke era was "no longer fit for purpose".

"It's clearly incorrect to believe that this is a recent effort made in response to the political climate — it isn't."— Tony Burke, Home Affairs Minister

Industry concern: Luke Sheehy, CEO of Universities Australia, warned the changes risk "chipping away the confidence in what has been a great national asset for this country – international education".

A ballot system will replace automatic second and third-year visa grants for working holiday makers, capping numbers for the first time.

"We can't allow everyone to pass because we must maintain some control and certainty over those numbers."— Tony Burke

The National Farmers' Federation criticised the changes, with president Hamish McIntyre warning: "A three-month processing target leaves farmers completely stranded with harvest already under way".

Visitor Visa Changes: No Further Stay Condition

All future visitor visas will carry Condition 8503 (No Further Stay) , preventing holders from applying for most other visas while remaining in Australia.
