Australia Announces Sweeping Visa Overhaul to Cut Migration: Students Barred from Bringing Families, Backpacker Ballots Introduced

CANBERRA, September 17, 2026 — Home Affairs Minister Tony Burke has introduced the most substantial overhaul of Australia's migration policies since Labor took office, revealing a set of measures aimed at reducing net overseas migration to 245,000 in 2026–27 and 225,000 in 2027–28.
The changes target international students, working holiday makers and visitors, while simultaneously expanding priority processing for construction, agriculture, fisheries and teaching.
Student Visa Restrictions: Families Barred for Most
The main feature of the reform is a prohibition on international students bringing their partners and children to Australia as secondary visa applicants.

Burke said the demand-driven approach that had characterised the system since the Hawke era was "no longer fit for purpose".

Working Holiday Visa Ballot
A ballot system will replace automatic second and third-year visa grants for working holiday makers, capping numbers for the first time.

Visitor Visa Changes: No Further Stay Condition
All future visitor visas will carry Condition 8503 (No Further Stay) , preventing holders from applying for most other visas while remaining in Australia.
