Australia replaces orange paper arrival cards with digital passenger cards

July 2026 — In a landmark step towards modernising Australia’s borders, the Albanese Government has announced the nationwide rollout of digital passenger cards, replacing the long-standing paper Incoming Passenger Card for millions of international travellers.

Backed by a $56.1 million investment over four years, the Australia Travel Declaration (ATD) system will streamline arrivals, strengthen biosecurity, and deliver a faster, more seamless experience at airports and seaports across the country.

This initiative is part of a broader traveller modernisation program designed to handle growing passenger volumes while maintaining Australia’s world-class biosecurity standards — especially important as the nation prepares to host the 2032 Brisbane Olympic and Paralympic Games.

Successful Pilot Paves the Way for National Rollout

The Australia Travel Declaration was successfully trialled with Qantas on inbound international flights to Brisbane, Sydney, and Melbourne since October 2024. More than 450,000 passengers participated in the pilot, with overwhelmingly positive feedback and clear operational benefits.

Key outcomes from the pilot:

  • Significant reduction in manual processing time at arrival.

  • Improved data quality for risk assessment and biosecurity screening.

  • Higher passenger satisfaction due to pre-travel completion options.

Phased Expansion Plan:

  • Rollout to Perth and Adelaide by the end of 2026.

  • Full implementation across all international airports and seaports over the next 12 to 18 months.

  • Initial webform-based system, with future mobile app integration developed in partnership with airlines and industry stakeholders.

Key Benefits of the Digital Australia Travel Declaration

The shift from paper to digital declarations brings multiple advantages for travellers, airlines, and border agencies:

  • Convenience for Passengers: Complete the declaration before travel from the comfort of home or during the flight, reducing stress and time spent at the airport.

  • Improved Biosecurity: Earlier and higher-quality data allows authorities to identify potential risks (such as biosecurity threats) more effectively.

  • Faster Border Processing: Reduced manual handling leads to shorter queues and quicker clearance.

  • Rapid Response Capability: Digital system enables faster updates and management of global health or security events.

  • Support for Growing Traveller Numbers: Critical for handling increased volumes ahead of the 2032 Olympics and beyond.

  • Environmental Benefits: Significant reduction in paper usage at borders.

Strong Ministerial Support for the Initiative

Senator the Hon Don Farrell, Minister for Trade and Tourism:

“Streamlining arrivals allows visitors to spend less time on paperwork and more time enjoying all that Australia has to offer. This benefits both tourists and our tourism operators, making Australia an even more accessible and inviting destination."

The Hon Tony Burke MP, Minister for Home Affairs:

“When people land in Australia, I want them to leave the airport quickly and start experiencing the best place in the world. Modernizing travel is crucial for Australia's prosperity and national security."

The Hon Kristy McBain MP, Acting Minister for Infrastructure, Transport, Regional Development and Local Government:

“The time when you had to search for a pen on the plane to complete the orange passenger card is coming to an end. In the next 18 months, we will introduce digital passenger cards at all Australian international airports."

The Hon Julie Collins MP, Minister for Agriculture, Fisheries and Forestry:

“Our Government is committed to maintaining strict biosecurity measures. The Australia Travel Declaration enhances our system by delivering higher quality information sooner, enabling us to detect and address potential biosecurity threats before they arrive.”

Important Clarification: This Does Not Replace ETA

The Australia Travel Declaration is a customs and biosecurity tool and does not replace any pre-travel authorisation systems such as the UK ETA or the future EU ETIAS. Travellers from visa-exempt countries will still need to comply with those separate requirements where applicable.

How Travellers Can Prepare Now

  • Monitor official Home Affairs and DAFF websites for the exact rollout schedule to your arrival airport.

  • Ensure your passport, travel itinerary, and accommodation details are prepared when filling out the digital declaration.

  • For families or groups, each traveller will need to submit their own declaration.

  • Keep a digital copy of your completed declaration accessible on your phone.
