BUENOS AIRES, October 4, 2026 — Argentina has revealed a strategy to grant citizenship to affluent foreigners who make financial contributions, aiming to attract new dollar inflows as the country faces nearly $25 billion in foreign-currency debt obligations due in 2027.

Economy Minister Luis Caputo unveiled the so-called "golden passport" scheme on October 1 at an investor event in Paris, saying applications are expected to open before the end of the year .

Why Argentina Is Doing This

Securing dollars is vital for President Javier Milei as he prepares for re-election next year. Argentina's Treasury is facing nearly $25 billion in foreign-currency debt payments due in 2027, a year that aligns with the presidential election.

The government has limited its financing options by delaying a return to international bond markets and is now seeking alternative revenue sources.

A consortium of investment firms advising the government estimated that the paid-citizenship program could generate up to $2.5 billion for Argentina if the expected number of applicants is achieved.

A Passport With Global Reach

Argentina is poised to become the first South American nation to introduce a citizenship-for-investment program, joining only about a dozen countries with active initiatives — primarily small Caribbean island nations.

"The Argentine passport is highly esteemed, granting access to over 140 countries," Caputo noted, referencing the destinations Argentines can visit without needing a visa beforehand — including China, Russia, the Schengen area in Europe, and most of Latin America.

For affluent individuals from nations with visa limitations, obtaining Argentine citizenship could facilitate easier international travel and business activities.

"It's not just the advantages you gain within Argentina," stated Kristin Surak, a professor at the London School of Economics and author of The Golden Passport: Global Mobility for Millionaires. "You also receive global benefits in terms of where you can travel."

A Second Passport as a "Plan B"

Industry experts note that the audience for these programs has shifted since the COVID-19 pandemic. More Americans and Europeans — who already have passports allowing extensive visa-free travel — are looking for opportunities abroad as a contingency plan amidst increasing geopolitical uncertainty.

"The Southern Cone of South America is the ultimate Plan B destination. It's not strategically located on the path to any major global interest. It's a region that consistently avoids global armed conflicts," said Christian Nesheim, editor of Investment Migration Insider. "It is independent regarding food and energy."

The Milei Factor

A nation with a background of military coups, debt defaults, and rampant inflation, which historically drove its business elite to seek opportunities abroad, might not seem like a likely haven for investors seeking stability.

However, Milei is working to transform Argentina into a hub for foreign investment by cutting public spending, removing regulations, and attracting investment in the country's extensive oil and mineral resources.

Caputo mentioned that the concept of the citizenship-for-investment program was conceived during Milei's July 2024 visit to Sun Valley, Idaho, when tech executives showed interest in acquiring Argentine citizenship.

Milei has developed strong connections with libertarian-leaning tech billionaires like Elon Musk, who vocally supports Milei's efforts to reduce government size. Another ideological ally is Peter Thiel, co-founder of Palantir, who temporarily relocated his family to Buenos Aires in April. Corporate records indicate that a company associated with his investment firm, Thiel Capital, owns a $13.5 million mansion in the city's prestigious Barrio Parque neighborhood.

Criticism and Concerns

Golden passport programs have faced criticism for their susceptibility to corruption. The Financial Action Task Force, an international authority on money laundering, has cautioned that these citizenship and residency schemes are exploited by criminals to hide their identities, launder illegal wealth, and avoid prosecution.

Officials claim that applicants will undergo financial and criminal-background checks, yet critics argue that these programs can still facilitate money laundering and corruption.
