DUBAI, October 19, 2026 — The United Arab Emirates has expanded its 10-year Golden Visa programme to formally include nurses, teachers and other frontline professionals, opening a long-term residency pathway previously reserved for investors and a narrower list of elite talent.

The announcement, reported by Khaleej Arabia, extends a programme that has been progressively widened since its 2019 launch. What began as a property-investor route has become, in the words of one academic, "an umbrella programme for both capital and talent, blending labour and industrial policy".

Who Now Qualifies

The expansion brings two professional groups into the Golden Visa framework:

Profession

Eligibility Basis

Nurses

Long-term service in the UAE and recognised professional standing

Teachers

Outstanding contribution to private education, verified by the relevant education authority

For nurses, the qualifying route most commonly cited is the skilled-professional salary threshold: a basic monthly salary of AED 30,000, a bachelor's degree, and MOHRE occupational classification at level 1 or 2. An alternative route recognises nurses with 15 or more years of continuous service in the UAE.

For educators, eligibility is assessed on outstanding academic achievement, creative contributions to teaching, a documented record of improving educational quality, and recognition within the education community. Dubai's Knowledge and Human Development Authority (KHDA) administers the assessment for private schools, early childhood centres and higher education institutions.

What Holders Gain

The Golden Visa is a renewable residence permit valid for five or ten years. Its benefits extend well beyond duration:

Benefit

Detail

No sponsor required

Holders are not tied to an employer

Family sponsorship

Spouse, children and in some cases domestic staff

Extended absence

May remain outside the UAE beyond the usual six-month limit without losing residency

Business ownership

Permitted to own 100% of a mainland business

Automatic renewal

Renewable without re-entering the sponsorship system

These features are confirmed on the UAE Government's official Golden Visa portal.

For nurses and teachers previously on employer-sponsored permits, the shift is structural. A two-year permit tied to a hospital or school becomes a decade-long residency independent of any single employer.

Why the UAE Is Doing This

The timing is deliberate.

In March 2026, missile and drone strikes linked to the Iran conflict briefly shook confidence in the UAE and contributed to a net outflow of roughly 61,000 residents from Dubai. Extending long-term security to mid-income professionals is part of a wider effort to steady the expatriate population, which makes up approximately 90% of the country's residents.

The policy also serves industrial strategy. Dubai has used Golden Visas to build specific sectors. It has already granted the visa to more than 1,400 nurses and midwives and over 223 educators from private schools, universities and early childhood centres. The gaming sector, targeted for 30,000 jobs and around $1 billion in GDP contribution by 2033, has also been brought within scope through visas for e-sports professionals.

What It Means for Employers

Hospitals and school operators stand to benefit most directly.

Recruitment reach expands. A hospital can now hire a senior nurse from overseas without building a two-year renewal cycle into the offer. A private school group can pitch a ten-year residency to an experienced teacher from the UK, India or the Philippines — a meaningful advantage in a globally tight market.

Administrative costs fall. Employer-sponsored permits require renewal every two years, with associated fees and processing. Golden Visa holders carry their own residency status.

Retention improves. Tenure security is a recruitment tool in its own right. Private-school operators have indicated they will ring-fence packages to cover the one-off fee for top-performing teachers.

Some healthcare groups are already compiling nomination lists for critical-care and oncology nurses, according to industry reports.

The Cost

The Golden Visa is not free, but it is inexpensive relative to its duration.

The core government fee for issuance through GDRFA Dubai is AED 2,790, with additional charges for medical fitness testing and Emirates ID. For skilled professionals qualifying on salary, the investment threshold does not apply — they pay only government fees.

Applicants must provide proof of employment and a valid professional licence.

What Happens Next

Immigration advisers expect a surge in applications once the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) and Dubai's General Directorate of Residency and Foreigners Affairs (GDRFA) update their portals to reflect the expanded categories.

Those considering an application should watch for updated eligibility guidance on the official ICP and GDRFA channels. Nurses should confirm whether they qualify through the salary threshold or the long-service route. Teachers should check KHDA nomination procedures if employed in Dubai's private education sector.
