Kuwait Introduces Centralized Wage Payment System for Private Sector
Updated: 53 minutes ago
KUWAIT CITY, October 14, 2026 — Kuwait's Central Bank has launched a national platform designed to digitise and monitor salary payments across the private sector, in a move that gives regulators unprecedented visibility into wage transfers and strengthens the country's compliance infrastructure.
The Kuwait Wage Payment System (KWPS) went live on September 28, 2026, as the third project under Phase II of the Kuwait National Payments System (KNPS2). It follows the launch of the Kuwait Automated Clearing House (KACH) in January 2026 and the Kuwait Dispute Management System (KDMS) in February.
How the System Works
Under KWPS, all private-sector salaries must be processed through local banks, with the Central Bank of Kuwait handling the platform's technical and operational management. The Public Authority for Manpower (PAM) oversees employer compliance.
The platform uses ISO 20022, the international standard for electronic data interchange between financial institutions. This allows wage transactions to be processed, tracked, and analysed electronically.
Key features include:
Real-time monitoring of salary disbursements
Early detection of non-compliance with wage payment rules
Electronic tracking of spending transactions
Reduced manual procedures and improved data quality
Facilitated data sharing between relevant authorities.
The system applies to all private-sector employers, with no minimum establishment-size requirement. This extends beyond Article 57 of Kuwait's Private Sector Labour Law, which requires employers with five or more workers to transfer wages directly to employees' bank accounts.
Scale of the Private Sector Workforce
According to the Central Statistical Bureau, approximately 1.84 million people were employed in Kuwait's private sector as of the end of March 2026, including around 66,000 Kuwaiti nationals.
The system is expected to benefit foreign workers in particular, who make up the vast majority of the private-sector workforce. Indian nationals constitute the largest expatriate group.
A Tool Against Money Laundering
The KWPS forms part of Kuwait's broader efforts to strengthen its anti-money laundering and counter-terrorism financing framework, as the country seeks removal from the Financial Action Task Force's grey list.
"Workers' wages are a red line," First Deputy Prime Minister and Minister of Interior Sheikh Fahd Al-Yousef said, instructing authorities to implement a transparent system.
What Employers Should Do
The Central Bank has advised employers to confirm applicable requirements with their payroll bank and ensure payroll and employment records are accurate and consistent.
Key compliance steps:
Action | Detail |
Verify bank integration | Confirm your payroll bank supports KWPS transmission |
Align records | Ensure salary transfers match documented employment contracts |
Monitor guidance | Track updates from CBK, PAM, and your payroll bank |
Review payment timing | Wages must be transferred by the 5th of each month |
Maintain proof | Keep evidence of salary transfers for PAM verification |
The system also enables comparisons between transferred salaries and documented employment contracts, based on pre-launch reporting. Employers should therefore ensure that the amounts transferred align with the terms recorded in work permits and employment contracts.
What Comes Next
The Central Bank has signalled that further guidance on implementation procedures, reporting requirements, and enforcement measures will be issued. Employers are advised to monitor announcements from CBK, PAM, and their payroll banks.
The KWPS is part of a wider national roadmap for developing Kuwait's payments infrastructure. The Central Bank has said the system "represents a significant addition to the national payment system" and contributes to "advancing a sophisticated national payments framework aligned with leading international standards".
