OTTAWA, August 31, 2026 — Canada's special permanent residence pathways for eligible Hong Kong residents have officially stopped accepting new applications, effective August 31, 2026, as previously scheduled.

The closure marks the end of an immigration program introduced in 2021 to provide dedicated pathways for Hong Kong residents seeking to build their future in Canada. While new applications are no longer being accepted, the government will continue to process applications that were submitted on or before the August 31 deadline.

What Were the Hong Kong Pathways?

The permanent residence pathways were designed for Hong Kong residents who met specific criteria:

Stream

Requirements

Canadian Graduate Stream

Graduated from a Canadian post-secondary institution

Work Experience Stream

Acquired at least one year of Canadian work experience

Applicants also needed to meet applicable language and education requirements to qualify.

These pathways were introduced in 2021 as part of Canada's broader immigration strategy to attract talent from Hong Kong. The Immigration, Refugees and Citizenship Canada (IRCC) announced the upcoming closure in advance, giving potential applicants time to submit their applications before the deadline.

Can Applicants Still Get Open Work Permits?

Yes. Applicants who have submitted their permanent residence applications remain eligible to apply for an open work permit while their application is pending.
