Yerevan, June 4, 2026 — The European Union has taken a concrete step to support Armenia’s long-term goal of visa-free travel to the Schengen Area by launching a major two-year technical assistance project worth €2.2 million.

The new initiative, titled “Support to the visa liberalisation dialogue in Armenia in border management, document security and law enforcement reforms”, was officially launched on June 1, 2026. It aims to help Armenia meet the benchmarks required under the Visa Liberalisation Action Plan (VLAP).

Project Details and Objectives

Funded by the European Union and implemented by Lithuania’s Central Project Management Agency (CPVA) in cooperation with the Lithuanian Ministry of Interior, the project will provide expert support, training, and capacity-building across four critical areas:

  • Security of Travel Documents: Modernising Armenia’s passport and ID systems to meet EU and international security standards.

  • Border Control, Migration and Asylum Management: Building efficient, humane, and secure border infrastructure.

  • Public Order and Security: Enhancing collaboration in law enforcement and maintaining institutional integrity.

  • Fundamental Rights: Ensuring that increased mobility is paired with strong protection of human rights and civil liberties.

The launch follows the recent delivery of the EU’s First Action Report on Visa Liberalisation to the Armenian government during the EU-Armenia Summit. This report provided detailed recommendations on the reforms Armenia needs to advance toward visa-free access to the Schengen Zone.

High-Level Participation at Launch Event

The project launch event brought together senior officials, including:

  • Vassilis Maragos, EU Ambassador and Head of the EU Delegation to Armenia

  • Gintaras Aliksandravičius, Lithuania’s Deputy Minister of Internal Affairs

  • Andrius Pulokas, Lithuania’s Ambassador to Armenia

The strong Lithuanian involvement highlights the country’s successful experience with EU integration and its active role in supporting Eastern Partnership nations.

Strategic Importance for Armenia

This €2.2 million project is a significant boost for Armenia’s European integration ambitions. Successful implementation of the VLAP reforms would eventually allow Armenian citizens to travel visa-free to the Schengen Area for short stays, boosting tourism, business, education, and people-to-people contacts.

For Armenia, advancing visa liberalisation is not only about easier travel — it represents deeper alignment with European standards in governance, security, and human rights.
